The Flemish Energy and Climate Agency (VEKA), formerly known as the Flemish Energy Agency (VEA), is an internally privatised agency within the Environment policy area of the Flemish Region.
VEKA’s mission is to prepare, stimulate, coordinate, implement, monitor and evaluate policy initiatives in the field of energy and greenhouse gas emissions, with the aim of promoting the transition to a climate-neutral and sustainable society in Flanders. In doing so, the agency strives for a cost-efficient and qualitative use of policy instruments, with an eye for social and economic impact.
There was a need from the business side to quickly determine which files were in a certain phase and to then consult further detailed information, including amounts (loan and disbursement). When a question arose from the ministers, there was an expectation for a swift response with a clear answer. This process was time-consuming, requiring the data to be presented accurately and clearly in Excel.
After several workshops with the relevant stakeholders at VEKA, we collaboratively developed a unified architecture that will address every data-related issue within VEKA. It is crucial that this architecture aligns with VEKA’s Microsoft-first strategy, ensuring that each challenge is approached consistently, and building a generic, future-proof solution.
In close collaboration between Cloubis and VEKA, definitions were first clarified, approved, and widely communicated, ensuring that the organization recognizes a single source of truth, leaving no room for interpretation differences.

With this solution, VEKA gains a quick and detailed overview of its entire file portfolio with the associated amounts. Additionally, it meets the requirements for a thorough and structured approach, thanks to the establishment of clear definitions and the preparation of data at the lowest level in an efficient data model.
